It seems port 80 is already blocked by some other application on the server. Could you please check if the port 80 is blocked if Yes then release port by stoping that application and disable. Then restart BAC services using disable/enable BAC services or reboot the machine.
Check if there is any error topaz.ejb.log or nanny.all.log.
It definitely could be the result of used ports. Check the nanny logs (log\supervisor), and also jboss_boot.log. If the last line in jboss_boot.log is "Using RMI server codebase" then port 1098 or 1099 are used by other process.
