You got it correct. Only duplicate alerts are not getting ticketed in SM , New alerts are ticketing in SM Before that there was no concept of duplicate in OV (however it must be there)
We required the older configuration where no duplicate happened and each alert consider as new , it is because if some ticket get created two days ago then no new ticket is created which lead to skip of issue.
It has started only three days back and we did not made any (not single) change in system. We just restarted our complete OV application. We are facing issue of down of opcmsgm every hour, due to insufficient memory and down of opcmgm on mgmt server, from last 10 days and reason should be because OV is getting 5k alerts per day which is almost double of last month.

I guess , the option which I suggested will not consider any alert as a duplicate , you may receive hell number of alerts due to this , make sure , is this the one you are looking for ?? and then go ahead !!

I can't possibly speculate why it would start now - it's your system, you should have a better insight into what's going on with it.
As far as I am aware, "scito" is a tool that's using OMU API-s to do its job. You should check its logs for any clues as to what's going on. I can only help with OMU side of it, but not with "scito" itself.
OMU sends duplicate messages to applications using MSI by default (note however that this can be disabled, so ensure OPC_SUPPRESS_DUPL_AFTER_MSI is not set to FALSE).
You have a very old version of OMU and that unfortunately doesn't have a command line tool to check and set suppress duplicates, yet. You will need to use the Motif administrator GUI (Actions->Server->Configure...) to change it.
If I remember correctly, SCITO can be configured either way. You can either use the OM Trouble Ticket Interface or the MSI (Message Stream Interface) to get messages into SC.
If the Trouble Ticket Interface is used, setting this config setting to TRUE may help:

But it's strange that it used to work and suddenly doesn't anymore.
