sd45 sp25 db rule - help please

Dear community,

Could you please be so kind to help me to create a DB rule as follows:
When Service Call Status is set to "Assigned to Group" or "Assigned to Specialist" and if this status is not changed during 1 hour after it was set by helpdesk so system must set status back to Registered and reassign to helpdesk.

Hi There,
Condition will be
when status set to "Assigned to group" or "Assigned To Specialist" "check the Schedule the validation" and say after one hour status set to "registered"...and mail to helpdesk
