I don't believe you can filter on Status in Service Today (you can only display it). You can filter on Actual Finish though. So we use IF ACTUAL FINISH is EMPTY as our filter. And then in each module we only allow Actual Finish to be entered for Completed or Closed ("Solved") Statuses.
Another way is to use Assignment Status and fiddle that in each module, because Assignment Status is global. I think you can filter on that.
