Updating attachments - problem with version control

When we have a ticket that has an attachment and a user opens the attachment, the attachment is actually updated in their TEMP directory and not on the FTP server. This is causing headaches for many groups who rely on attachments for work items.

Is there a way to mark the saved/opened attachments as 'read only' (as with outlook) so the users do not think they are updating the actual file on the FTP server?

Why not train the users instead?
Issue a notification using the Message of the day feature...

That has saved a lot of work in the past.

Points for the suggestion are welcome.
