Service Request & Work Orders

Does anyone know of a way to ensure Service Requests do NOT get closed unless all work orders are complete?

There's a field called "Wait for Work Order Completion" on Service calls. Set it to Yes by default template or rule. Don't allow users to change it (either don't put it on the form or set role to read only or hide the field). The Status of "Closed" won't show up in the Service Call unless all associated Work Orders are closed.
