We are using hp OpenView service desk to monitor the call reported by the clients. We do not have an alert mechanism to inform the users that there is a new job in our queue. So we need to constantly monitor our queues. So my question is, is there a way by which we can send email alerts to a group email id either by using any of its inbuilt functionality or any third party software? Kindly advice.

Interesting question. The client has e-mail sending capabilities but this is more of a manual process.
You could also set up: - a UI Rule so it executes a third-party app installed on the client (Smart Action) - a DB Rule that executes a third-party app installed on the client (if the SD agent is installed on the client as well)
There are also several threads here in the forums that discuss sending e-mail through Outlook or other apps (Blat). You could use the commands discussed in those threads in your business logic rule.
