Hello,

This functionality is introduced on SP20. You need to upgrade to SP20 or later.

Depending on what you want to achieve, this might be an alternative.

Create custom field in Workgroup called "EmailNotifyList"

Put email addresses of all those people that should get emails for the whole group (semicolon separators).

Use Business rule to send email using this field as TO address.

We do this for Service Calls that are assigned to the group, but not to an individual, and we have 2 or 3 people that then on-assign calls to members of the group, based on skills and workload.
