Scheduled Task triggered from periodic outage on CI?

We would like a scheduled task to run 30 minutes before a CI's periodic outage start time.

However I have not been unable to accomplish this. I created a database rule with this condition:

NOT (Periodic Outage;Outage Start (*) is empty, Schedule the validation of this condition at 30 minutes Before Periodic Outage;Outage Start)

The action sends an email.

However an email gets sent as soon as the periodic outage start is modified and never again.

Is it possible to do this? It doesnt look likely because a scheduled task would need to be created for each day of the week when the ci has a periodic outage.

Any ideas?

Does anyone have a solution for this?
I guess this is impossible because "Outage Start" contains only TIME and does not contain DATE. But I'd be glad to know I'm wrong.

It is not possible, because outage information is stored as a time + day of week not as a datetime.

A workaround is to use a web-api application to regulalry calculate the date and time of the next outage and store it in a normal date field.
