SD4.5SP23.Update from external system - russian text is not displayed correctly

SUBJ
"Update from external system" action requests data from tomcat. Tomcat responses with a page containing russian characters in UTF-8 having "Charset=UTF-8" in HTTP response header. I`ve also tried other cyrillic-supporting encondings, and my web-browser displayed that text correctly but SD NOT! This russian text in a mapped form field is unreadable, though english chars are OK. Service Desk itself can properly display russian text in input fields; GUI is also localized. So the problem is with Update from external system only.
Does anybody know how to solve this problem?

Nevertheless, if tomcat returns a page with "ulr-encoded" russian text (Ex "%D0%A0%D1%83%D1%81%D1%81%D0%BA%D0%B8%D0%B9 %D1%82%D0%B5%D0%BA%D1%81%D1%82" then it is displayed on a form correctly!
