I am having a question regarding HP service desk 45 ( SP15). The issue is in the Change Module. For each comment I add to the history I need to receive a e-mail notification. So also a e-mail notification need to be send to the creator of the change as well. Please let me know whether there is any solution for this.

There is no solution for you. You cannot trigger a rule based on a history line. The only solution I can see is not to add comments to history directly but to a custom text field. Then you can send-email to anybody you want and use sd_event to add the contents of the custom text field to history.
