Put the assignment group only view for Help Desk Role and the System Administrator in SD4.5 SP17

The reason is the people who have the assigment no change to others group and have to put the status of the incident to Reject, The Help Desk is the only group can change assigment to others group

Create DB Rule , when status Reject, assignt item to Help desk group.

This DB rule it's ready (when the incident change the status to reject), that i want is when the member of some workgroup intend to assign to another group the incident, i want to block only the field assigment--> group for the member with the role of change and/ or specialist.
Only the members with the role Help Desk can assign the incident to another workgroup

Create on DB trigger, when person add to Helpdesk Group, set in Person one boolean "field1" as true, when removed false.
Create UI rule, when changed Group set one new "Person1" field as (CURRENT PERSON);
Create one UI rule before save error message if "Person1;field1"=false
