Problem with email on workgroup assignment

We have the usual scenario where based on the CI, the call automatically gets assigned to the workgroup and the workgroup get an email .. This is working fine for calls logged by email but for some reason has stopped working for calls logged through the web-api .. as far as we're aware, nothing has changed either in SD or in the web-api .. anyone got any ideas?

Could it be that the template being used to create the service call has changed?
