Not able to create SP account

Not able to create SP account

I have an application account who is assigned the role of Configuration Manager.He has all rights for creating, modifying, deleting SP accounts.But when he tries to create an SP account, he gets an error sayin " Time, date format required for an SP account". I am attaching the screen shot of the error. Can any1 please figure out the problem ?

Create Template for Applic Acoount and retate to this Role, and fill all requared field, exclude Name and login.
