Incident to Service Call creation is very slow

When ever a Node Down or Interface Down alarm in NNM comes, it get fwd into Service Desk.
On incident creation in SD i am creating a service call and the relation b/w incident and service call.

We have 4 Application Servers but Agent is running on only one Application server where the Incident to Service Call creation is happening. (incident to service call creation is done thru a batch file).

The Incident creation takes too much time also after creation of incident, the creation of service call takes much more time. Sometimes 4 to 5 hours.

Why is this much of dealy happening.
Is there any specific configuration needs to be done for agent. Or
installing the agent on other application server resolve the issue.

The Incident - machine event, Service call - human event. Not need create SC and IN together, agent does not play in creation machine Incident, for creation IN used sd_event.
