Inactive Timer problems in SC 6.2

Hello, We've been on Service Center 6.2 since January and we've been using the inactivity timer to regulate our max users license issue. Last week I added the inactive timer to the startup record so that it wouldn't have to be manually restarted after our daily backup. I noticed that the inactive process is running everyday but it is not doing anything. Then when I check the inactive startup record it is blank. Any ideas what might be happening?
