how to delete all entries and begin from new number index in Service Desk 4.5 Connected Database is Oracle 9i and Service pack 21 for SD 4.5

All entries of what type?
"from new number index" - Do you mean ID?
Delete from TABLE where CONDITION
Don`t forget, that one entities can refer to another in DB. (Foreign keys).
If you just want to begin from clear SD and from number 1 for any new object than you can delete old objects by hand using SD Console and then reset to 0 Sequence numbers from ifc_sequences table
update ifc_sequences set [...] =0 where (type of object = for example Servicecall).
