Well, the other way around is to create a views.dat in a virgin environment. Then send the views.dat to the people you need. I don't think that is possible to merge the existing with the new views so they have to recreate their custom views.
OTOH if you need un update to the view what would you do? Start over again?
Service Desk roles are designed especially for situations like these and are the best way.
