DB rule issue

I have a issue in DB rule.

The details are as follows.
Config details: 4 Application servers each having a 1 GB of RAM.
Version : 4.5
SP 14

1. OVO forwards the message to SD, i.e, creating a incident in SD.
2. After creation of Incident there is a DB rule that sets the Organization of the incident to the owner organization of CI.

Incidents gets creates with no issues(Sometimes takes too much time to create a incident also), but the DB that sets the organization is taking so much of time.

A restart of agent and application server solving the problem, again after sometime it will be very slow.

Is there a way to finetune this ?.

Thanks in advance :)
