Checklist Unavailable

I can't determine if something is wrong or if this is by design.
When our users create a new service call they cannot select Checklist Wizard from the Actions menu. We can trigger it from the Classification using UI rules and the users can select it from the Actions menu in an existing Service Call just not when creating a new one. The Checklist wizard is included in the Role.
We are still on SD4.5 SP6.
Can anyone confirm that this is how it works or any idea of what could be incorrectly configured?

Can the System admin user trigger it on a new Service Call?

The Sys Admin has full use of it on new and existing calls. But no other roles. The checklist wizard is definitely included in the roles being tested.

Are these accounts in multiple roles? If so do all the roles have access?

Testing with single roles to rule out possibility of cross contaimination.

Did you check if you relate the wizard with the role?
