for the users to see CI's with an SP account they need to be related to the CI as a user. Try it out. I think this is to limit the ammount of CI's loaded up but is not very usefull if the overhead of maintaining CI relations is quite big.
You could make selecting the CI non mandatory for SP users and have the helpdesk set it when they get the call or have it required on closure of the call perhaps so that somewhere along the line the CI value does get populated
