Assigning SC restriction?

Hi Dear Friends,
In SD 5.1 we assign a new Service Call to any engineer, it is OK. Then we can assign him 2nd SC then 3rd SC.
At present all three S Calls are open (in progress) if help desk want to assign him 4th Call to same person; without knowing that three calls are pending with him, the system should not allow him.
Helpdesk should get alert or pop up or not allowed..I mean system should not allow because the person has already three calls open/pending/in progress…

In short if engineer has pending three calls help desk should not able to assign him fourth SC.

How to make it possible in SD, your ideas are valuable for me.
