Assigning Create Views privilage to a User/Role in Service Desk

Hi All,
I'm using SD4.5 SP17. I want to assign CREATE VIEWS AND CREATE TEMPLATES previlages to a user/role.
I tried so many different access rights but unable to do that.
Kindly guide me to resolve this issue.
Your urgent response is appreciated.

Hello

In order to enable a role to create/modify templates for an entity, you must enable "Maintain Template" at the role definition fro the given entity.

There is no such thing for views. Users can create custom views or modify the existing provided at "Customization" tab of the role definition the "Define/Customize Views Allowed" but they cannot create system views (views that are available for all users).
