Rules dont fire on TMG Configurable Filters request type

Rules don't fire on TMG Configurable Filters request type.
We are trying to have the "Assigned to" Field populate with the user who is creating the time sheet. This is in the Requests section.

We have tried multiple ways and even tried hardcoding and this is still not working.

Any sugestions? Is this supposed to work?

Have you tried ksc_store as a WF Step command?

here is the response I got from HP support, has anybody built a workaround for this?
The gist is we would like rules to fire on the request type "TMG Configurable Filters". The business case is that it would make searching for time sheet items much easier for all of our resources.

response from HP support...
"Yesterday I was investigating your issue, creating a simple rule on the request type TMG Configurable Filters request type and as you said rules didnâ t fire, even after changing the rule event. Unfortunately, after doing further research, I found that the request type TMG Configurable Filter is some place holder type. This is not like any other request type where rules can be configured. Also, the request type rules cannot be applied on time sheets."
