At the moment We use HP PPM 8.04 in dev environment and the project is thinking the possibility to install a new version of HP PPM (9.22) but They don't want use the upgrade option ... They want a clear installation ... so my question is .... they need buy licenses to install the new version (dev environment) or they can use the licences of HP PPM 8.04.
PPM Center is licensed based on the computer that hosts the PPM Server.
So you need contact to the licensing team to obtaining a new license.
To obtain a new license key: 1. Gather the following information: PPM Center version number Machine IP address Operating system (Windows or UNIX) Server purpose (development, test, or production) 2. Go to the HP Software Support Web site (hp.com/go/hpsoftwaresupport). 3. In the right panel of the HP Customer Support page, click Submit a License Key Request. The License Request home page opens. 4. In the list of products, to the right of PPM, click Get License. 5. Provide the required information, and then click Submit.
Hope this help.

We will use the same server(computer), just we want to know if the licences file will be accepted when We Install the new version in the same server maybe this is not possible. I want to know if this is possible or not.
Yes, the same license.conf file can be used if you just installing a clean version into a different directory on the same computer. As was mentioned earlier, the license files are tied to the IP Address of the server PPM is running on, so if you are you using the same computer, you can use the same license.conf file.
You will probably have other issues when trying to run 8.0 and 9.2 on the same server, though. For instance, these two versions require different versions of Java and Oracle. Multiple Oracle clients on a server is pretty simple but multiple versions of Java is a more challenging effort.
