Sometimes PPM does not shut down properly and you need to kill the process. On a UNIX system, this is done with a kill -9 command. You can use the ps command to get the process id if necessary, though the error message you reported appears to contain the pid.
I concur with Jim. If you are on Windows you can use task manager to kill the processes. The error below is what let's you know the initial proces is still running...

Another thing to note, if you are using a Windows service, is that the service will start & stop much faster than the underlying PPM Java process will. When you get an "Address already in use" it can often mean you stopped the service and are trying to restart it before the Java process actually shut down.
Thanks much for the note. i killed the process as it was an UNIX box. But i could see a warning durng restart:
