Error Creating Project - No Row with Given Identifier

From both the Create Project option and a Proposal Workflow, we're getting the following exception in one of our dev regions.

An unknown exception has occurred. Please reload the page you were editing and try again.
The following is a stack trace of the exception:

We've investigated the various things mentioned in other posts, but nothing has helped. Does anyone have any direction for us on this?

Can you see whether the WF defined in RT Rule actually exist in the dev region.

If the copy works fine in your PROD environment, can you move that from PROD to your Dev and try again?
