We have commented the email_address=mail in our LDAPAttributes file, run the kUpdateHtml and restart the instance but after running the import users report the email address is still imported.

is this happening with new or existing users in PPM or both?
Did you try setting the email_address=null or email_address=(blank)?
Check the knta_users_int is empty.
If you have a cluster instance using several physical servers be sure the LdapAttribute.conf file is the same for very server.
