?? Create custom table and input-form to capture custom-data
Is there any way to create custom table to store additional data which related to a life-cycle-entity, including input-form to capture the data?
For example: Project Progress which consist of - Captured date (date) - Project phase (choices) - Progress (percent) - Captured by (user name)
Could you please advise on. 1. What is the key consideration point on customization? 2. What is the constraints or limitations? 3. What is the Criteria or How to estimate effort spending for the customization? 4. Other? (prerequisite actions)

You can add custom tables however make sure you do not modify any PPM table or add customization over these tables, to see the constraints and possible limitation you can check the data model guide http://support.openview.hp.com/selfsolve/document/KM1014814. About the estimated effort it will depends on what kind of customization you want to implement, this is a question for your developers.
Also you may want to test any customization in a lower environment before apply it to PROD.
HP Support do not support or recommend perform any direct customization on the PPM database,
If any problems is being encountered at some point in the future related to the customization made, which will not have occurred on any other customer´s system, and which cannot be reproduced on Support and R&D test systems that have not been customized by unsupported data changes, then we will limited to provide you support for the specific issue.
You can still add the tables by your own risk, and HP will continue providing you support as normal, however if any issue is reported that may be related to the customization, the first step from support will be disable the it to make sure it is not the root cause of the problem.
