Auto create budget / staff profile / benefit

Has anyone implemented a solution where they auto-generated an "empty" budget, benefit, and staffing profile for a proposal?

I would like to create a workflow execution step that generates a blank (i.e. no detail lines) version of each entity and attach it to the request. Then the user would only have to add the detail lines.

Does anyone have experience with anything like that?

We are on PPM 7.1 SP 6.
