It really depends on the change. Creating a new Rule may work as expected, though when changing a Workflow, could end up creating orphaned work that gets stranded without any where to go.
The Workbench will usually throw a warning "This object is already in use." So the best thing to do is have a versioning system when making changes to a PPM Objects. Let the current Requests be completed or can cancel the current Request and have the Users create new ones.
So if you are going to attempt to make changes to objects that are already in use, have to test it in a STAGE environment to make sure it works as expected. Though even then, the data in PROD will be changing as the testing is being validated. Since PPM is basically a developer's tool, it is very flexible, though this flexibility can cause uncertainty when making changes on the fly (hence the warning in the Workbench).
