when i select incident to assign , blank window is opening without any username listed,

A bit of clarification , if you would.
When you open up "Incident Management->Unassigned Open Key Incidents" are you clicking on the "assigned to" combo box next ? Which option are you choosing if so? Quick View, Quick Find or Open ?
Or the other way is to select an incident and go to Actions-> Assign Incident
Quick View lists whats configured by the administrator as the default assignee for "com.hp.ov.nms.security.Principle" as well as "Open"
Most would use Quick Find which is the same view that is involked when you use the "Actions" option... a list of the users or user principles you've configured on the system.
the problem was " LDAP Misconfiguration".
How did you correct LDAP misconfiguration
I am getting the following warning and AD user is not able to log in
" LDAP Appears to be Misconfigured for Incident Assignment "
