There are a few possible causes of this message when observed on the console login screen.

It could be:

A corrupt RMP.cfg - did you make any changes to this file immediately prior to the first time you observed this message?

Portal service is stopped - Start it.

If the Portal service remains in Starting state, try deleting the jobs.ckpt files.

If the above doesn't help, a ticket with support may be the best option.
